Post Title: Troubled Families Business Support Officer
Directorate: Children and Young People’s Services
Grade: 6
Location: Family Early Help
Responsible to: Troubled Families team manager
Contract: 6 month fixed term contract
Purpose of the Job·
Enable the local authority to meet it’s obligations for the Troubled Families Programme by initiating and substantiating Payment By Results claims·
Preparing the claims for internal and external audit, by ensuring their quality and robustness
Principal Accountabilities
1. Maintain the case database, containing sensitive information about vulnerable children and young
people, in a confidential and appropriate manner, as outlined in the General Data Protection
Regulation 2018.
2. To have systems and processes in place, when the cases have been allocated for review, to ensure
that there is clarity about the status of each case.
3. Understand the children’s social care and Family Early Help (including Children’s Centres) working
models, so that the journey of the child or young person can be interpreted correctly, from referral to
case closure.
4. To understand the Troubled Families criteria in detail, so that cases can be reviewed using these
criteria, and a judgement made as to whether outcomes have improved sufficiently for the child or y
young person to justify a PBR claim.
5. Record, in detail, how the reviewed case meets the Troubled Families criteria (at least two) with
compelling evidence form the case file extracted and summarised.
6. Understand the claims targets timetable that have been agreed with the Ministry of Housing,
Communities and Local Government and embed this knowledge in day to day practice, to enable the
local authority to become a beacon of good practice.
