The role:
The Council is participating in the Safety Valve Intervention Programme, which is a major programme put in place to support Local Authorities to reduce the level of expenditure on services provided to children and young people with Special Educational Needs and Disabilities (SEND), with a particular focus on managing the Dedicated School Grant (DSG) deficit.
The Strategic Programme Lead is a critical member of the Education Leadership Team accountable for the development of and successful delivery of the council’s transformation and improvement programmes; focusing on Safety Valve Delivery Programme, including the DSG Management Plan aimed at eliminating the DSG deficit as well as establishing innovative and strategic solutions that will advance outcomes for children and young people.
The role holds key responsibility for ensuring robust programme management across all areas, overseeing effective and timely monitoring against delivery to time, budget and quality. It is responsible for providing programming, governance, resource management and financial expertise for areas including SEND; project and programme planning; options and appraisals; financial appraisal and evaluation.
About you:
We are looking for a highly motivated and experienced strategic lead to help set up and lead on the Safety Valve Delivery Programme. You will have strong previous experience in managing strategic projects and programmes relating to Education, Resource Management and Service Improvement. You will need a relevant degree or post graduate qualification, hold programme management qualifications and have excellent financial modelling, business case skills and the ability to manage programme budgets.
You will also have proven ability to empower and motivate staff and to build and contribute to effective teams and relationships particularly with partners. Experience of working successfully at a senior level in a complex, multi-disciplinary organisation, demonstrating an ability to contribute to corporate and strategic goals is needed. The role also requires you to foster a culture of learning and to maintain a capable and high performing workforce.
