The role

About Southwark:

Southwark is a large, ambitious and progressive council with a ‘can do’ attitude and enviable reputation. As a council, we are successful, passionate and forward-thinking. We are committed to our ‘Fairer Futures for All’ promise which ensures that our residents and businesses are central to everything we do.

As in all London boroughs there is an acute lack of truly affordable housing.  Our council development programme is the most ambitious in London and is one of the council’s top priorities, having committed to building thousands of new council homes. It’s a big goal, but crucial if we’re going to tackle the housing crisis and make sure our residents have quality homes they can be proud of, now and in the future.

The role:

We have reached an important milestone in the delivery of new council homes by achieving the 2,500 new homes target by 2022. This has provided an ideal opportunity to take stock and consider both the next milestones and the mechanisms for next phase delivery. We are consolidating and re-branding the housing delivery function that existed across Regeneration and New Homes and building a new structure under Southwark Construction.  The delivery and management of homes is now the sole responsibility of the housing department.

The Strategic Lead for the Programme Management Office will be responsible for the development and successful delivery of the council wide programme of new homes and estate re-building, in line with the council’s corporate objectives.  The role will provide strategic programme leadership to all internal and external stakeholders from inception to completion and deputise for the Managing Director as required.  The role will also develop, lead and monitor a framework for senior management to direct the change process through robust governance structures, manage a team of specialist resources and be responsible for project and resource prioritisation across the programme.

About you:

We are looking for a highly motivated and experienced strategic lead to help set up, lead and motivate the new programme management office within Southwark Construction.  You will have significant previous experience in managing large, complex, strategic projects and programmes in housing, development or regeneration.  You will need a relevant degree or post graduate qualification and have excellent financial modelling, business case skills and the ability to manage programme budgets.

Experience of working successfully at a senior level in a complex, multi-disciplinary organisation, demonstrating an ability to contribute to corporate and strategic goals is needed.  The role also requires you to foster a culture of learning and to maintain a capable and high performing workforce.

Benefits and more information:

In your role, we want you to feel supported, challenged and rewarded. You will benefit from our family-friendly policies including flexible working, home working, and a local government pension scheme, plus many other staff benefits. You will join a motivated, driven and supportive team that strives for excellence and values its members. You will also be part of a successful and high-achieving development team that is making a real difference to the lives of residents in the borough. For more information about the wide variety of benefits you can take advantage of please visit our Staff Benefits page.
