The Role:
As a Specialist Procurement Adviser, you will work with strategic directors and business managers to advise on and improve procurement in respect of complex and higher value projects and all related procurement activity within the departments and council. Your role will also deputise for the Head of Procurement as required.
Your responsibilities will include:
- Advising strategic directors and their senior management teams on proposals for, and ongoing, procurement activities within their departments
- Providing an effective procurement advice service in respect of complex and high value projects, through the delivery of procurement expertise in line with good governance and best practice and the promotion of council priorities.
- Providing expert advice and support to the council on all procurement issues, including input or commentary to all reports produced for the cabinet, scrutiny, council assembly, and other formal council meetings, and any reports required for external bodies.
- Implementing the current and future changes to the council’s Fairer Future Procurement Framework both via internal guidance and external communication with key stakeholders.
- Assisting in finding commercial and innovative ways for the council to approach and deliver its contractual requirements including via trading and joint ventures in support of the council’s objectives.
- Making an effective contribution to all relevant council initiatives aimed at continuous improvement and to deliver any targets or initiatives to be met by the procurement service.
- Taking an active role in developing and delivering training courses as are necessary to ensure that officers across the council are able to carry out their responsibilities with respect to procurement and its systems and processes.
- Taking the lead on key strategic and complex projects for the council and representing procurement policy and best practice and providing support to key procurement projects as well as leadership and development of colleagues within the Procurement team.
About You:
To be successful for this position you will need to have knowledge of relevant legislation and rules affecting local authority procurement and ideally to have worked in a strategic procurement management position.
You will also demonstrate the following:
- Experience in strategic procurement planning and end to end tender management
- Strong communication skills able to adapt communication style effectively
- Knowledge of and ability to apply project management methodology
- Ability to digest complex information and present in a concise manner adapted for a variety of audiences
- Ability to build effective working relationships and influence and negotiate with senior stakeholders
- Experience in contract award and contract monitoring & management
- Demonstrable people management competencies
- MCIPS qualified or relevant experience at a proven senior professional level
