The Role

We are looking for our new Senior Finance Manager for Treasury and Pensions that sits within the Corporate Finance Team.

Leading a small team of finance staff and providing professional financial advice on treasury and the pension fund, you will support the Strategic Director of Finance and Governance (SDOFG) and the Departmental Finance Manager to develop and implement strategies that ensure our Pension Fund and Treasury functions are fit for purpose, support the council’s fairer future priorities and are continually improving.

You will take a leading role in co-ordinating the development of the Council’s Pension Fund Investment Strategy as directed by the SDOFG and Pension Advisory Panel in consultation with scheme advisors. You will oversee the council’s investment portfolio in line with Local Government Pension Scheme (LGPS) regulations, including management and performance reporting arrangements for the Fund. This will include writing and presenting reports to the Local Pension Board, the Pension Advisory Panel and committees.   

Alongside this, you will build effective and productive working relationships with colleagues at all levels across the council including Members and senior officers as well as externally with Fund managers, advisers and other professionals, and empower your team to set aspirational objectives, flexibly managing critical services for the council.

What we are looking for in our Senior Finance Manager:

To be considered for this role you must be fully CIPFA (or equivalent) qualified and demonstrate your ability to build excellent relationships, effectively managing and engaging relevant officers with financial governance.

You will have expert knowledge of treasury and pension fund accounting requirements including relevant CIPFA Codes of Practice and detailed knowledge of Treasury/ Pensions operations and strategy. You will possess the very best verbal and written communication skills with the ability to explain detailed information in a clear and accessible manner to a number of officers and members which is key to the role.

- This role attracts a JNC benefit of £2724 PA / Pro-rata dependent on start date.
