The role

 

We are looking for someone to be responsible for initiating legal action against leaseholders and freeholders for the recovery of both capital and revenue service charge debt and also to be responsible for preparing the Council’s case for presentation to the First-Tier Tribunal (FTT) and Upper Tribunal (Lands Chamber).

You will need to be focused on ensuring that we deliver the highest standards of customer care while fulfilling our responsibilities to maximize income and ensure that we are dealing appropriately with enforcement action to recover monies owed to the Council.

You will work closely with the other teams within Homeownership Services and also internally across the Council including My Southwark Homeowners Agency and Asset Management in relation to resolving customer enquiries and improving the service to our customers.

You will require experience of staff management and also have relevant experience in a similar role or experience and knowledge of income recovery, litigation and leasehold management.  

You must have excellent organisational, interpersonal and communication skills and the ability to be tactful and diplomatic.

The key elements of the role are as follows:

  • To take the lead on complex cases and liaise with all appropriate agencies and parties and supervise the legal work of the Enforcement Officers.
  • To assist the Enforcement Manager in managing the mortgage portfolio.
  • To act as the deputy to the Enforcement Manager.
  • To provide support for strategic and senior roles within the Council.
  • To assist the Enforcement Manager and enforcement officers with issues relating to leasehold and freehold enforcement. In particular, to liaise with other Council departments (including asset management, maintenance and compliance, operations, customer experience and legal services), external agencies, the courts, the FTT,  external solicitors, barristers, experts, the Law Centre, CABs and bailiffs on all aspects of the work of the division.
