The role
Southwark Council have a devolved procurement function and following a restructure, a re-formed, strategic support function will provide procurement advisory services to the business.
As a Procurement and Contract Officer, your role will be to provide procurement support to council departments to maintain the integrity and security of the council’s procurement processes.
Your responsibilities will include:
- Carrying out financial checks on contractors and consultants via the external credit checking facility and providing results as required.
- Managing the weekly governance meetings of the council’s Corporate Contracts Review Board (CCRB).
- Assisting with the preparation of the procurement strategy and guidance, or similar plans and policies.
- Gathering, collating and presenting data for the management and control of procurement projects.
- Preparing, analysing and interpreting procurement related documents.
- Formalising contracts following procurement processes to support the council’s risk and management of contracts.
- Delivering training and supporting officers across the council with the eProcurement system.
- Providing support to any systems used by the council in connection with procurement and legal contract activity including the eProcurement and eContract Management systems, the Social Value portal and the Intranet (the Source).
What you'll need to succeed
To be successful for this position, ideally you will have experience in a procurement related role with knowledge of the public sector (and local government in particular), and awareness of key issues relating to the work of the public sector as well as knowledge of corporate law and contracts and procurement.
You will also need to demonstrate the following:-
- Strong numeric, written, oral and presentation skills
- Computer literacy in the use of word processing, spreadsheets and presentation software
- Strong communication skills able to adapt communication style effectively
- Ability to build effective working relationships
- GCSEs (or equivalent) in Mathematics and English (Grade C/4 or above)
- Currently studying or willing to study towards professional qualification from Chartered Institute of Procurement and Supply (CIPS) or a legal qualification
