The role

You will use your knowledge to provide a regulatory service that is responsible for protecting the community, using relevant legislation to control and enforce in the Private Sector Housing Enforcement and Licensing Team.

You will assist in the maintenance and improvement of the borough’s environment and well-being by identifying, investigating and effectively dealing with breaches of legislation through written or verbal advice or warnings, notices, seizures and other legal action in accordance with the Enforcement Concordat, and Enforcement Protocol.

You will will be prepared to represent the division, department and council on matters relating to their area of professional expertise.

Key duties include:

- To use your knowledge and experience of applying the legislation relating to the private rented sector & public health to investigate complaints about private rented sector housing & public heath and serve legal notices under the Housing Act 2004 & public health legislation
- To inspect properties using HHSRS and ensure that they meet the minimum required standard by drafting schedules of work to remedy the hazards identified and serve the appropriate legal notice/s.
- Where necessary you will take action to enforce notices including the preparation of legal proceedings & giving evidence in the Magistrates’ Court and undertaking works in default, as well as issuing CPNs.
- To answer queries from members of the public, other Council departments, Councillors and senior management regarding private sector housing & public health issues
- To manage a full and varied caseload and meet strict legislative and departmental time frames with minimal supervision.
- To process property licence applications in accordance with our internal licensing procedure.

About You:

We are looking for an Environmental Health Housing Enforcement Officer who is focused on ensuring that we deliver the highest standards of customer care while fulfilling our statutory responsibilities.

Strong communication skills are important and you will be required to work with other Council departments, members of the public, tenants and landlords.

You must have:

- Experience of providing advice and guidance within Private Sector Housing Enforcement & Licensing.
- Experience of enforcing relevant legislation in accordance with enforcement concordats and protocols.
- Experience in drafting legal notices and schedules of work and reading and preparing plans of properties.
- Experience in managing and prioritising a complex caseload within specific time scales.
- Be able to prepare legal papers and appear as a witness in court.

Additional Information:

- A relevant degree in an appropriate discipline or an equivalent academic or professional qualification.
- Evidence of continuing professional development.
- Hours of work – 36 hours per week
- x2 posts available - x1 permanent contract and x1 FTC for 18 months
