The Role
We are looking for someone to lead and manage a programme of highways capital projects from through implementation. This role includes project and programme management, performance management of staff, finance management and management of highways contractors.
This post is located in the Highways Division and the postholder reports to the Group Manager. The Highways division is part of the Council’s Environment Directorate and Environment and Leisure department. The Highways division assumes the Council’s role as Highway Authority.
Key Responsibilities:
- Provide expert advice and input on contract specifications, the commissioning of projects, and the management of the tendering process and onward management of contractors
- Prepare and monitor budgets and effectively manage the team’s finances
- Manage a programme of capital renewals, working with the council’s asset manager to identify roads for treatment
- Coordinating an annual capital renewal programme of approximately £3 million per year
- Keep abreast of best practice and policies in highway and traffic engineering
- Liaise with other bodies and in doing so to establish working relationships that will facilitate the securing of future funding and backing of development projects/initiatives

Additional details
Required Skills and Experience:
- A degree in a relevant engineering discipline subject or relevant professional qualification
- Detailed understanding of the current legislative context for a Highway Authority and its statutory powers and responsibilities
- Knowledge of the principal mechanisms of funding for local highway authority projects
- Detailed understanding of the management of a programme of capital projects
- Good understanding of managing contractors using the NEC form of contracts
