The Southwark Pension Fund is part of the Local Government Pension Scheme (LGPS) and is the largest pension fund in London in terms of scheme membership, with net assets of £1.64 billion.

As part of an ongoing commitment in service delivery, Pension Services is at the start of an exciting journey around future pension provision, service excellence and engagement with fund members and other stakeholders. 

Following a recent restructure, we are looking for an exceptional individual who understands the importance and financial value placed on a members pension benefits. You will be responsible for ensuring that the pensioners payroll runs without problems every month.

The Role

Key responsibilities of the Pensions Payroll Manager include:

    1. To take a lead role in the payroll implementation project, including process mapping to enable pensioner payroll to be brought under Pension Services control, and separated from the employer’s (the council) payroll system, SAP.
    2. To create, test, and implement a suite of robust processes aligned to operational requirements and member transition from employee to retiree under the new payroll system.
    3. To lead on co-ordinating system configuration updates and monitor the testing process. Updates are often delivered at short notice and may have a major impact on running the payroll and/or individual payments; these may require additional configuration when changes are identified, drawing on expert knowledge of payroll systems to solve complex problems.
    4. To manage and co-ordinate the complete monthly and annual payroll cycles for 7,000 pensioners (including overseas pensioners and/or those who cannot be paid by electronic means).
    5. To create, test, and implement annual Pension Increase procedures, monthly and year end HMRC reporting procedures. Ensuring accurate and timely transmission of Real Time Information (RTI) to HMRC in line with regulations.
    6. To be responsible for all member/HMRC tax code queries, ensuring the correct tax deductions are applied to pensions in payment.
    7. To manage monthly payslip and annual P60 distribution using digital means, taking advantage of self-service functionality.
    8. To continually refine processes, improve service delivery, undertake variance analysis, and report any anomalies to the senior management team.
    9. To ensure appropriate levels of security are maintained by determining access required for various roles, configuring the payroll system to reflect these requirements and ensuring other departments comply with agreed guidelines.
    10. To work alongside Pensions Admin and Pensions Finance teams to ensure all overpaid pensions in excess of £250 are recovered on notification of death.
    11. To ensure that users are equipped to carry out their functions correctly by preparing and delivering support. To determine the best approach, which may involve individual or group work, ad hoc help, briefing sessions, formal training, and provision of manuals/user guides.
    12. To undertake regular audits of the pensioner payroll system to ensure the integrity of the data, recommending solutions as appropriate
