The role
Southwark Council is seeking an experienced and visionary Head of Governance & Tenant Management Organisations to lead the strategic direction, governance, and performance management of Tenant Management Organisations (TMOs).
You will ensure robust governance, risk management, financial controls, and legal compliance while championing best practices in housing services. This role will see you at the forefront of maintaining effective partnerships with key stakeholders, including the Ministry of Housing, Communities and Local Government (MHCLG), and ensuring residents are at the heart of service delivery.
Key Responsibilities
As the Head of Governance & TMOs, you will be responsible for:
1. Strategic Leadership & Governance – Provide leadership to ensure TMOs operate under a robust governance framework, aligned with legal and regulatory requirements. Champion risk management, internal controls, and business planning across all TMOs.
2. Compliance & Risk Management – Oversee TMO compliance with the Regulator of Social Housing consumer standards, ensuring all TMOs adhere to tenancy, leaseholder, and governance regulations.
3. Contract & Relationship Management – Manage statutory and contractual relationships with TMOs, ensuring seamless service delivery for tenants, from tenancy and leasehold management to property maintenance.
4. Financial Oversight – Oversee the collection of rents and service charges, ensuring effective financial management, monitoring TMO budgets, and supporting TMOs with procurement and governance of contractual agreements.
5. Audit & Performance – Lead and direct audit exercises for TMOs, addressing deficiencies in internal controls, HR matters, and whistleblowing reports. Prepare comprehensive reports and performance reviews, ensuring continuous service improvement across all TMOs.

Additional details
You will have:
• Leadership Experience – Demonstrated success in managing large teams and complex housing or contract management services, with the ability to lead a diverse range of staff.
• Governance Expertise – Deep knowledge of the regulatory and legal frameworks governing TMOs, residential landlord and tenant law, and social housing.
• Strategic Vision – A proven track record of strategic planning and aligning business operations with long-term goals and external influences.
• Financial Acumen – Strong experience in budget management, financial planning, and delivering cost-effective solutions within a housing environment.
• Stakeholder Engagement – Experience building productive partnerships with internal and external stakeholders, including local government, senior leaders, and community groups.
• Performance Management – A results-driven approach with the ability to establish and monitor performance frameworks that drive continuous improvement.
• Compliance and Risk Management – Expertise in managing compliance with housing regulations and standards, as well as a strong background in risk management and internal controls.
