The Role:

The purpose of the role is to provide efficient, effective and economic advice and support acting as the intelligent client to the non-housing Council estate comprising approximately 350 mixed use building. Directly manage and influence building related facilities services to a range of 150 non housing buildings within the CFM operational property portfolio. 

You would be the subject matter expert for FM operational delivery, support contracts, building compliance, reactive maintenance and related small project work. Ensure and build robust relationships with departmental representatives, building managers and end users.

You will manage and deliver agreed FM services to an allocated departmental cluster of operational buildings to ensure compliance with building legislation, and provide an optimum working environment that fully supports the council’s modern ways of working.

Principal accountability:

1. Lead and manage a team of area facilities managers and facilities officers to deliver all site-based facilities management services for the allocated departmental buildings and to be the primary contact in respect of all reactive and planned preventative maintenance work to be undertaken by contractors.

 

2. Specify and commission repair, maintenance and improvement works on behalf of the Head of FM Operations and end users up to an appropriate delegated budget authorisation.

3. Monitor and audit the delivery of contracted services for the buildings under CFM service level agreements ensuring all KPI’s are met and service delivery achieves set value for money targets and contractors produce robust operational reports on their performance.

4. Have a clear understanding and knowledge of statutory building compliance legislation (fire, water, asbestos, lifts, gas, & electric etc.), ensuring occupied, vacated and/or decommissioned properties receive the correct levels of maintenance, security and support.

5. Manage and undertake planned inspection and audit programmes in respect of property maintenance, condition and safety.

6. Act as operational FM subject matter expert providing management and guidance to team managers, staff and end users on all building related operational issues, budgets, health and safety legislation, compliance and corporate contracts.

7. Respond promptly and confidently to emergency or urgent property management issues as they arise, seeking to resolve them as quickly and as cost effectively as possible. Manage the resolution of any operational issues and facilitate the development of innovative solutions to improve the service to users and limiting the risks to the business.

Knowledge:

  • BIFM qualification or evidence of ongoing professional development.
  • Proficient in Word and Excel
  • Knowledge of mandatory and statutory building compliance

The job holder will be required to work flexibly, involving weekend and evening work.
