The role

We are looking for someone who is focused on ensuring that we deliver the highest standards of customer care while fulfilling our responsibilities to maximize income and ensure that we are dealing appropriately with enforcement action to recover monies owed to the Council.

Staff in other teams both within Homeownership Services and Council wide will look to you to provide expert advice to ensure that timely and robust action is taken in accordance with the law, the Councils and First-Tier Tribunal (FTT) and Upper Tribunal rules and procedures.

You will prepare and defend both county court cases in person as well as in the FTT. You will also manage the case from beginning to conclusion. Where Counsel are representing the Council in a hearing you will provide support and give instruction on behalf of the Council to ensure the best possible outcome for the Council.

You will provide guidance, support and advice on the conduct of individual cases to all relevant stakeholders, and have direct contact with customers in the provision of a front line service.

We are looking for someone with relevant experience in a similar role or experience and knowledge of income recovery, litigation, court/tribunal work and leasehold management.

You must have excellent organisational, interpersonal and communication skills and the ability to be tactful and diplomatic.

The key elements of the role are as follows:

• Responsible for assisting in initiating legal action against leaseholders and freeholders for the recovery of both capital and revenue service charge debt and also be responsible for preparing the Council’s case for presentation to the FTT and county courts.

• To assist the Enforcement Manager and the Senior Enforcement Officer in managing a high case load which ensures that the Council’s fiduciary duties are fulfilled.

• To provide support for strategic and senior roles within the Council. To assist the Enforcement Manager and Senior Enforcement Officer with issues relating to leasehold and freehold enforcement. In particular, to liaise with other Council departments (including asset management, maintenance and compliance, operations, customer experience and legal services), external agencies, the courts, the FTT, external solicitors, barristers, experts, the Law Centre, CABs and bailiffs on all aspects of the work of the division.
